Downsizing is the predominant term used during the current period of government reductions. A more Page 8 detailed review of the downsizing literature appears later in this introduction in the ''Literature Review" section. Scholarly interest in decline, cutbacks, retrenchment, and downsizing is relatively new, and most organizational research on the topics has been conducted since 1978. Most research and writing on organizational decline focuses heavily on the consequences from decreases in financial resources and decreases in the number of personnel (Sutton and D'Aunno 1989).
Additionally, the chapter explains the methodology of the research. Agency sites were selected based on a set of criteria that preserved consistency among the agencies in some respects and allowed variability in other respects. Case study methodology was used with primary reliance on interviews and documentation reviews. Qualitative data analysis techniques were used to develop theory from the data.
