ASEAN is a pathfinder in nurturing regional cooperation in East Asia. It is ASEAN that brought the three Northeast Asian countries together and initiated the “10+3” process. To turn the current “10+3” dialogue framework into an “East Asian structure” needs wisdom. This is a big challenge to the other parts of the world since European countries can act as a single powerful group to gain and defend their best interests. The three North American countries have realized their integration mainly through NAFTA. The nature of NAFTA is to integrate the market through comprehensive coverage of sectors and regulation arrangements. NAFTA provides a unique case for integrating a most developed economy (the US) with a developing economy (Mexico). The experience of NAFTA shows that a less developed economy can also gain from participating in regional liberalization arrangements.
To overcome the first difficulty, it is desirable to encourage ASEAN to continue to play its role as a center to bridge and bring all parties together. ASEAN’s concern and initiative should be respected. Both China and Japan should announce their support of ASEAN’s leading role. To overcome the second difficulty, the members of EAS should be restricted to the geographical countries of East Asia. If alternatively, it should be extended to India, Australia and New Zealand, the nature of EAS may be adjusted to a platform for East Asian cooperation with non-East Asian countries.
