The United States claimed the Rio Grande, while the Mexican government claimed the Nueces River. A brief skirmish within the disputed territory resulted in 11 dead Manifest Destiny Americans, after which Polk asked Congress to issue a declaration of war. Congress declared war on Mexico on May 13, 1846. On August 8, 1846, Polk asked Congress for $2 million to finance costs associated with the treaty negotiations with Mexico. The war had only begun three months earlier, so the request for appropriations to conclude the war was premature.

The nullification convention met again and overturned its nullification of the 1828 and 1832 tariffs. Because the compromise had already dealt with the issue of these tariffs, the convention’s actions 55 56 causes of the civil war were unnecessary and largely symbolic. The convention was not finished, however. Before closing, the convention nullified the force act. Again, such a resolution was only symbolic, since the force act only applied if South Carolina attempted to interfere with the collection of tariffs.

His opinion shifted, though, as he observed the results of these policies on his native state. Over the next several years, Congress gradually raised the tariff rates. The Tariff of 1828 was almost more than Calhoun and many other Southerners could tolerate. The tariff was raised on imported textiles, manufactured goods, and a variety of raw materials produced in the West. The new tariffs were as high as 50 percent on some items. The South believed it saw no direct benefit from the tariff. The only items protected by the tariff were items the South did not produce.
