First, it required all federal projects to complete an environmental assessment of the probable environmental impacts of the project, and second, it established the Council on Environmental Quality that reports directly to the president of the United States (Council on Environmental Quality 1970). While the Council had the president’s ear on environmental matters and undoubtedly raised environmental awareness within the executive branch of the US government, the requirement for detailed written environmental assessments has had the greatest lasting impact.
