The principal needs will be funding for existing ICLARM activities through the end of 1992, to ensure a smooth transition into the new role, and core support for a CGIAR-approved program beginning in 1993. Courtesy Genesis Page 15 Provide Complementary Support to Other Fisheries Research The CGIAR program does not, and is not intended to, meet requirements for national and regional research. In fact, it will leave unaddressed some strategic research areas and most national and regional research areas.
Even more than national research programs, regional and international programs are restricted almost entirely to adaptive research. Development and management issues are national and local, but the strategic problems of economic development and scientific research are regional, interregional, and global. Cooperative programs can thus bring significant improvements in the use of existing means for research. Regional cooperation accelerates the exchange of information, experience, and methods. It offsets the dispersion of effort, combats scientific isolation, and stimulates thinking.
Communicate Study Results Although SIFR was prepared at the initiative of donors, it is also relevant to those planning and managing fisheries research programs in developing countries. Many fisheries specialists from both industrial and developing countries served on its Advisory Committee, missions, and working parties. The final report is being widely circulated among fisheries researchers and planners to seek their comments on how the SIFR can best be used. A series of regional consultations is proposed for follow-up action.
