For some years, I have challenged audiences to identify technological changes that did not have a negative impact on society. No suggestion seems to be entirely valid. There are, of course, many technological changes for which the benefits are judged to exceed by far the burdens, and these are the technological options that society seeks to identify and implement. Even so, there are two aspects of the distribution of the benefits and burdens inherent in technology change that are troublesome. (1) The benefits and the burdens may be unequally distributed throughout society and the subset of society that enjoys the benefits may not be the subset of society that bears the burdens.

These assumptions may in themselves be value judgements — value judgements that may or may not be acceptable to the decision-makers who seek to use the results of the analyses. It is also important that decision-makers require that those who make technological assessments estimate and report the uncertainty associated with the results of their assessments. These uncertainties may exceed a power of ten, and those who have the right and the responsibility to make decisions in regard to societal issues must understand the limitations of the assessments they use.
